民進黨發言人黃帝穎說，鑑於前總統陳水扁健康狀況逐漸惡化，民進黨主席蔡英文對扁健康狀況至為憂心，除多次前往探視，更一再主張馬政府應以扁的醫療人權為考量，讓扁居家療養，讓他早日恢復健康。

黃帝穎表示，民進黨也將持續關注陳水扁醫療人權，並尋求各種可能給予最大協助。
