外交部長林永樂今天到立法院外交國防委員會報告業務，他指出我國與現有22個邦交國的互動情勢良好。今年雙十國慶，已經有兩國元首表達將應邀訪華，不過林永樂並未透露，是哪兩個國家的元首。

至於位於西非的邦交國聖多美普林西比，總統賓多（Manual Pintoda Costa）今年六月曾以「個人」身分前往大陸上海訪問，當時我方曾經勸阻，但是無效，事後賓多也不願證實自己在上海見到什麼人。這次林永樂在書面報告中特別指出，包括聖多美在內的非洲三友邦，都堅定支持我國參與聯合國專門機構；賓多總統也已經應邀，於明年上半年訪華。
