中選會代理主委劉義周上午表示，11月29日的九合一選舉將首次在1萬5千559個投開票所試用，優先試用在鄉鎮長、村里長的投開票匭上。他說，投開票所的紙票匭是一次性使用，將逐步淘汰舊投開票匭，未來全面考慮使用紙票匭。

劉義周說，紙票匭的使用，目前已在新北市試測，由於村里長、鄉鎮市長的選民較少，因此，先選擇使用紙票匭，希望有村里長、鄉鎮長選舉的投開票所，都能先行啟用紙票匭。購置紙票匭的成本1個約200 元。
