每次總質詢，議員都要求台中市長胡志強為自己打分數，今天上午市議員吳敏濟表示合併3年多，仍要胡打分數；胡市長說，自己打分數不可靠，「我會往低分去打，沒意義」，但3年多來大小建設完工超過九成以上，經濟維持繁榮，「從民眾眼光來看是及格的，台中在進步中」! 針對吳敏濟詢問這3年多來最大的挑戰和最不滿意的施政是什麼?胡市長答說，第一個挑戰縣市合併，民眾心理期許及原縣、市府人員的謀合，但這些狀況到第3、4年改善了；另3年前剛上任經濟較差、太悶，這3年多來最大改善是中市維持經濟繁榮。

胡志強也明白指出自己最不滿意是有些重大建設不能如期推動，但整體來說，大小建設完工的超過九成以上，但有些指標性、大家關心的建設則有些延宕。
