道东巴士安全吗？需要提前几天预约？

想乘坐从阿寒湖到层云峡的3号道东巴士，有几个问题：
1 论坛上经常提到北海道的冬天驾车困难，道东巴士的安全性可以吧？
2 这趟巴士会经过摩周湖，硫磺山，网走，纹别，最后到层云峡，是不是可以看到流冰呢？道东巴士是以观光为目的吧？
3 需要提前几天预约呢？本人不懂日语，可不可以到了札幌后请酒店的服务人员帮忙预约下呢？有没有预约不上的风险啊？
