新北市研議8月起金門鄉親可藉視訊驗明正身，就近在新北市辦理身分證，內政部戶政司長謝愛齡表示，若在當事人沒有任何證明下，身分證遺失即可申請補辦，她擔心會損及民眾權益。這也牽涉全國統一規定，尚待徵詢各直轄市與縣市意見，七月底前會有處理模式。

謝愛齡說，照新北市的規畫，牽涉視訊、機具、郵寄以及責任歸屬的問題，必須慎重考量，如果相關層面考慮過，會研究標準作業模式。
