財團抱怨叫「反映民意」，年輕人抱怨叫「不求上進」？！

根據近日新聞報載，行政院長江宜樺在公開場合上批明太陽花學運年輕人「整天抱怨政府」，但為什麼年輕人不能抱怨？

原來，政府對於「抱怨」是有「特許權」的。請看以下新聞：

1、對立委提案連署追加金融營業稅，金融總會理事長李述德、銀行公會理事長劉燈城昨（4/29）日雙雙發聲為業界請命指出，相較其他國家對金融營業稅大多免稅的作法，金融營業稅「不宜再加」。

銀行公會昨天也出具最新評估意見，匯總出三大重點，包括金融營業稅是按銷售總額課徵，進項稅額不得扣抵；歐美和亞洲其它國家對金融業都沒有課徵營業稅，及銀行業營業稅款現行提撥至存款保險賠款特別準備金尚未達存保法第16條規定的2％法定比率，主張金融營業稅不宜再加重。（來源）

2、經建會昨帶著大批媒體，參訪鋁鎂合金壓鑄機殼大廠「可成」，沒想到董事長洪水樹，卻當著經建會主委尹啟銘的面，抱怨台灣的企業都面臨缺工的問題，接著又說，政府去年實施很多政策都太「激進」，像是奢侈稅造成房價下跌等等，讓台下的尹啟銘只能苦笑以對。（來源）
