我是大學生
由於作弊被退學了
而我大三下已經讀完
我看到我滿足以下這一條可以報考研究所:

"在學士班肄業，僅未修滿規定修業年限最後一年，因故退學或休學，自規
定修業年限最後一年之始日起算已滿二年，持有附歷年成績單之修業證明
書或休學證明書。"

我想問以下兩個問題
1作弊被退學也有資格考研嗎
2還有得以報考是說考上後就可以讀研究所的意思嗎
