原則上只要權狀上看得到四樓，
就可以為四樓再獨立申請一顆電錶。

題目沒有提及目前已有的電錶各有多少安培的容量、多粗的幹線，
也沒有提到要裝多大的冷氣…

不過簡單地說，
除非套房的面積極大，
否則只要選用的是變頻式冷氣，
通常一個房間的用電都不大會超過10安培。
(一般還是會建議裝設30安培的無融絲開關)

瞬熱式熱水器有分為30A與50A的機型，
不知道樓主想裝的是哪一種。

至於其他插座，
假設沒有其他大用電量的設備，
則預期一間房間供給一個10~20安培的插座迴路比較合理。

說實話，一般透天住家每層樓的供電量很少設計大於50安培的，
如果是這樣的話…
應該是會不夠用。
以樓主的狀況，
應該會需要至少75安培的電錶*4顆，
跳電的機率會低一點。

至於跳電引響到台電外線…
只要錶後開關不要偷，
依表定安培容量安裝，
就不會發生這種事。
